A partner at Manatt, Phelps and Phillips LLP where he leads the Government and Regulatory practice, Kieffer has twice been named by the Los Angeles and San Francisco Daily Journals as one of the top 100 attorneys in California. He is a principal co-author of the Los Angeles City Charter and led the city’s 9/11 Task Force. He has long served as a counselor to Los Angeles mayors and California governors as well as to for profit and not for profit CEOs and general counsels. He was previously chairman of the University of California Board of Regents and the Los Angeles Area Chamber of Commerce.
